This page introduces the ANCHOR Arkansas proposal, explains the Act/Bill in public language, and routes visitors to the already-developed subdomain systems without duplicating them.

Briefing first

Start with the walkthrough

This is the public introduction. It explains ANCHOR, the proposed Act, the connected systems, and how to use the site before sending visitors to separate subdomains.

01

What ANCHOR Arkansas is

ANCHOR is a proposed statewide public access and coordination system for autism and neurodivergence support. It connects legislation, public education, service navigation, communication tools, training, documents, and regional support pathways.

  • Support before crisis.
  • Needs before judgment.
  • Access before overwhelm.

What the Act explains

The public Act guide explains the proposed Arkansas ANCHOR Authority, interagency coordination, regional access points, training, public education, voluntary Access Passport, MICA, CARD, research, privacy principles, and implementation steps.

The root page does not duplicate the Act system; it points readers to the Act reader and gives plain-language context.

How the connected systems fit together

The main site is the briefing and routing layer. Connected subdomains hold the working systems: MICA, Passport, CARD, Academy, documents, community, support, research, maps, and portal access.

This prevents duplication and gives first-time visitors one clear front door.

Interagency coordination

The public system is organized around shared roles: public health, human services, education, healthcare, behavioral health, public safety, workforce, transportation, broadband, research, and community partners.

Each partner can see where their role fits without turning the root page into their full operating system.

What this page is supposed to do

The root home page does three jobs: brief first-time visitors, explain the public structure of the ANCHOR system, and send each person to the correct connected subdomain.

1. Brief

Visitors learn what ANCHOR is before they click away.

2. Explain

Each system gets a short public explanation.

3. Route

Cards open the real subdomain.

4. Support

Accessibility controls stay available.
